Terms of Reference for evaluating reorganisation of Afrikagrupperna’s head office in Sweden

Background

The main offices of Afrikagrupperna are in Sweden with its head office in Stockholm and a small office in Göteborg. During 2010 the salaried office employees of Afrikagrupperna underwent major reorganisation. This was preceded by an organisation review by Mindicate consultants.

The result of the reorganisation included reorientation with a change in focus from country to theme, as well as a reduction in personnel from approximately 19 to 14 employees. Furthermore, the organisation as it now stands puts somewhat greater emphasis on fundraising and organisation development.

The reason for reorganisation was to gain required financial savings and to fulfil the need for greater efficiency.

The new organisation was launched in October 2010 and according to plans was to be evaluated a year later. The reorganisation in Sweden was the first step. After this offices in southern Africa were to be looked at and opportunities for greater efficiency at regional level examined.

Evaluation should show:
- The gains made by reorganisation with regard to,
a)The offices in Sweden.
b)The offices in southern Africa.
c)Members, the board and committees.

- The shortcomings of the new organisation with regard to,
a)The offices in Sweden.
b)The offices in southern Africa.
c)Members, the board and committees.

- Have the required financial savings been made by reorganisation?
- Has the organisation become more efficient?
- Can the organisation deal with the risks highlighted in the risk analysis?
- Recommended measures for rectifying the shortcomings.
- Passing on of views on the reorganisation in Sweden to the planned review of offices in southern Africa.

Scope
The job is assessed at 100 hours of work and is to be conducted in March and April 2012.

Results
The results will be presented in a draft, both in writing and verbally, to organisation leadership no later than April 23. The final results will be presented in a report and a scaled down workshop for personnel during week 22 or 23 (May-June). The report will be written in English and the workshop held in English.

Method
The method will be so inclusive that all affected personnel will be given the chance to make them heard, both in Sweden and southern Africa, with a proportion of voices from members, board members and committee members.
